This is a Contract position in Montreal, QC posted May 28, 2021.

The CPA has an exciting opportunity for a Bilingual Payroll Compliance Advisor in our Compliance Services and Programs Department.The primary focus of this position is to provide payroll compliance expertise to CPA members through the Payroll InfoLine.

The incumbent will facilitate Canadian Payroll Association (CPA) training seminars as part of the suite of Professional Development (PD) seminars, corporate training, and webinars provided by the CPA.

She/he will provide accurate and updated payroll information through the CPA’s Certification and PD seminar updates.

The incumbent will provide payroll information in various sources such as the CPA’s bi-monthly issue of Dialogue magazine, eSource, contribute to various other articles and discussion papers as needed, and maintain CPA’s Resource section of CPA’s web site.

She/he will also support the Manager, Compliance Services and Programs in initiatives and key projects such as the development of the Association’s Payroll Best Practices Guidelines and ongoing relationships with key government contacts.

Key Responsibilities:Payroll InfoLineProvide accurate, current and verifiable information, guidance and assistance to CPA members and certification students on payroll and related subject matters.Conduct required or necessary research (through government contacts, internet research etc.) for above.Document above findings with backup or applicable resource for future reference needs.Use experience and results to determine member needs (i.E.

new programs, articles, develop questions and answers).Facilitate and Update of CPA Professional Development ProgramsTeach the current suite of CPA PD seminars to groups of up to 50 people.Update and maintain the PD seminars including speakers notes, powerpoint, binder content, workbooks, question and anwers for legislative changes, accuracy, correctness and improvements.Update and maintain corporate training programs.

Update and Maintain the CPA’s Education and Certification Programs and associated initiativesUpdate content for the three payroll courses of the Payroll Compliance Practitioner program.Participate in the update of the online certification program as required.Advocacy WorkParticipate in advocacy activities for the CPA such as Federal Government Relations Advisory Council (FGRAC) and Quebec Government Relations Advisory Council (QGRAC) sub-committee as required.Participate in FGRAC and QGRAC Readability sub-committee to review Federal and Provincial guides, publications, IT Folios and CPP/EI Explained documentation.

Dialogue, CPA Website, and CPA Public RelationsWrite Q& A’s for above, payroll tips, newsletter, Dialogue and late breaking news submissions.Read daily newspapers, subscriptions, newsletters for relevant payroll information and share relevant information with team membersThe successful candidate will have:Payroll Compliance Practitioner (PCP) or Certified Payroll Manager (CPM) certification.Post-secondary education – University degree or College diploma (in the related disciplines of Administration, Business, Communications, or equivalent) would be desirable.Experience in delivering adult education and training.Fluently bilingual is required, English and French, both written and spoken.Computer skills including MS OfficeHighly skilled and vast multi-jurisdictional payroll knowledgeAbility to interpret and explain legislation (Income Tax Act, Employment Insurance Act, Canada Pension Act, Employment and Labour Standards Act; Provincial Income Tax Acts, and Workers’ Compensation Legislation)Strong researching skillsAbility to write communication pieces for various publications and periodicalsPresentation skills: ability to facilitate the current suite of CPA PD seminars to groups of up to 50 peopleStrong adult learning competencies for professional development programming (as well as for the CPA’s education program)ResourcefulnessAbility to multi-task with multiple projects and activities in meeting tight deadlinesProblem-solvingDiplomacy
